Knowledge of:
Pertinent Federal, State, and local laws, codes, and regulations concerning process and procedures.

WORK ENVIRONMENT:
Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate.
PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:
While performing duties of job, employee is occasionally required to stand; walk; sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; talk and hear.
Employee must occasionally lift and/or move up to 15 pounds.
Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus

Starting salary: $74,627.07
Minimum Experience:
4+ years’ experience working with individuals with mental illness and/or criminal justice system preferred.
Minimum Education:
Master's degree in social work, Counseling, Psychology or closely related field. License in discipline preferred.
Certifications, Licenses:
Must have dependable transportation.
A pre-employment criminal background check is required.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
Responsible for planning, organizing, coordinating, and monitoring of Montgomery County Mental Health Court Program (MCMHC).
Responsible for completing initial assessments to identify individuals who are eligible for the Mental Health Court Program.
Develop preliminary treatment plans for Court participants.
Responsible for facilitating collaborative staffing meetings to develop initial treatment plans, review participants progress toward treatment goals, update treatment goals and referrals as needed.
Provide direct clinical and administrative supervision of the Mental Health Court Care Coordinator.
Attend mental health court dockets to provide up-dates on participant’s progress and up-date the court on any barriers to obtaining recommended services in the community.
Promote a recovery focused and trauma informed approach utilizing evidence practices and approaches.
Responsible for establishing and maintaining effective and collaborative professional relationships with other criminal justice stakeholders, including county administration officials, county attorneys, public defender's office, law enforcement agencies, social services, public health agencies, treatment providers, and numerous other community agencies and citizens.
Monitors and assess all aspects of the MCMHC program to ensure efficient, quality service is being delivery to the target population.
Provide education and direction to participants, family members, and/other members of participants support system.
Conduct follow-up and on-going outreach activities with referral sources to identify any barriers regarding the referral process.
Ensure the Mental Health Court program is meeting grant requirements as indicated in the Community Foundation Grant.
Ensure timely and appropriate documentation of activities related to the Court program.
Responsible for attending all mandatory in-services, continuing education and annual health requirements
Comply with all Corporate Compliance policies, practices and procedures
Report all unethical activities to supervisor, Corporate Compliance Office, Values Hotline number or Human Resource Director
Comply with all OSHA and safety policies, practices, and procedures. Report all unsafe practices or accidents to supervisor, Safety Supervisor and/or OSHA Coordinator
Will be compliant with the relevant regulations concerning the privacy and security of consumer’s protected health information (PHI) as established by the Health Insurance Portability and Accountability Act of 1996 (HIPAA)
Participate in proactive team efforts to achieve departmental and company goals
Perform other duties as assigned
Provide leadership to others through example and sharing of knowledge/skills
Follow all policies and procedures set by the Agency
Data Management & Grant Oversight
Collect and analyze program data related to recidivism, treatment engagement, and participant outcomes.
Assist with, budget management, and reporting requirements.
Ensure accurate documentation and record keeping for TN Department of Mental Health and Substance Abuse Services
Case Manager Supervision & Oversight
Supervise and support mental health court case managers and program support staff.
Conduct regular supervision meetings, performance evaluations, and case consultations.
Review case documentation, treatment plans, referrals, and participant progress reports for quality assurance.
Provide guidance regarding crisis intervention, de-escalation, and complex participant cases.
Ensure case managers maintain appropriate caseload management and timely participant contact.
Support staff development through training, mentorship, and professional growth opportunities.
FISCAL RESPONSIBILITIES:
- Responsibility and accountability for the departmental operating and capital budgets.
COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:
Represents the Department and County to other County staff and members of the public.
Provides quality customer service to individuals needing directions or assistance.
Demonstrates the organization’s Core Values and adherence to the Ethics policy.
SUPERVISORY RELATIONSHIPS:
Works under general supervision of the Chief of staff. The Program Manager is allowed leeway for exercising independent, professional judgment. This position carries out supervisory responsibilities in accordance with the County’s policies and applicable laws.
