JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Knowledge and understanding of local real-estate market, USPAP rules, SBOE rules, IAAO guidelines, and tax law.
Blueprints, layouts, construction plans, parcel maps, and zoning maps.
Administrative policies and procedures of the County.
County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
Current office practices and procedures.

Skill in:
Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

Ability to:
Understand and learn existing County ordinances, maps, laws and regulations governing residential and commercial properties.

Read and understand reference books, complicated procedures and manuals such as building code books, blueprints, etc.

WORK ENVIRONMENT:
Work is performed in a typical indoor office setting and in the field with adverse environmental conditions and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.
PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and requires walking on uneven terrain, stooping, kneeling, crouching, crawling, climbing stairs and ladders, and reaching with hands and arms.
Work may involve mobility over rough or difficult terrain. Work may also be performed above or below ground, to include heights over 10 feet, as well as underground crawl spaces.
Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Work is generally in a moderately noisy office setting and in the field with adverse environmental conditions including inclement weather and hazardous conditions including mechanical, electrical, fumes, odors, dust/mist, chemicals and exposure to insects.
Use and normal maintenance of office machines, (copier, computer, printer, etc.).
Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
Ability to recognize occupational hazards in work activities and take safety precautions.
Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
May require dealing with persons who are hostile or aggressive, posing threatening conditions.

Starting hourly rate: $25.89
Minimum Experience:
Four (4) years of customer service and appraisal experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Minimum Education:
High school diploma or equivalent.
Certifications, Licenses:
Must possess a valid driver’s license.
A pre-employment criminal background check is required.
Must obtain an Assessment Levels I and II certification within allotted time referenced in Montgomery County Assessor of Property Education Policy.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned. Not all duties may be assigned to each position. The allocation of duties for this position will vary and will be dependent upon the complexity of work assigned and credentials obtained.
Discover, list and value all residential and farm properties in Montgomery County, to include all improvements to said properties, and enter data into a computer assisted mass appraisal (CAMA) software, that collects and stores personal property data & asset lists in accordance with internal policy, Division of Property Assessment, Tenn. Code Annotated, USPAP, and IAAO guidelines and rules.
Manage workloads within areas of responsibility, to include assigned workloads related to mandated annual inspection review, structure permits, property valuation appeals, customer service support, manufactured-housing titles, and damaged property while maintaining internal and external quality assurance guidelines within scheduled, legal deadlines.
Participate in the maintenance of residential and farm property attributes of residential improvements necessary to statistically mass appraise identified properties using internal, USPAP, and IAAO Scope of Work rules in accordance with Tenn. Code Annotated and State Board of Equalization Rules.
Assist property owners by competently understanding property appraisal and taxation processes while developing and maintaining knowledge and understanding of assessment and appraisal practices and laws, including tax freeze and other abatement programs.
Participate in valuation and data quality assurance analysis and gather property record cards for annual inspections by Division of Property Assessment, under Comptroller of Tennessee.

Represents the Department and County to other County staff and members of the public.

SUPERVISORY RELATIONSHIPS:
This position reports to the Field Operations Supervisor. Works under general guidance to ensure coordination of objectives and priorities of the department. Incumbent has no supervisory responsibilities.
