JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Extensive working knowledge of residential building construction including structural framing, electrical, heating/air conditioning and plumbing systems.
Working knowledge of pertinent construction codes and ordinances, proper inspection methods, and legal procedures involving enforcement of building codes and ordinances.
Safety codes, related laws and ordinances and building standards.
Principles and practices of code compliance programs.
Blueprints, layouts, construction plans, parcel maps, and zoning maps.
Building construction and building code enforcement.
Administrative policies and procedures of the County.
County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
Current office practices and procedures.

Skill in identifying technical and operational problems and recommending appropriate corrective actions.
Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.

Understand and learn existing County ordinances, maps, laws and regulations governing residential and commercial properties.

WORK ENVIRONMENT:
Work is performed in a typical indoor office setting and in the field with adverse environmental conditions and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.
PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and requires walking on uneven terrain, stooping, kneeling, crouching, crawling, climbing stairs and ladders, and reaching with hands and arms.
Work may involve mobility over rough or difficult terrain. Work may also be performed above or below ground, to include heights over 10 feet, as well as underground crawl spaces.
Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Work is generally in a moderately noisy office setting and in the field with adverse environmental conditions including inclement weather and hazardous conditions including mechanical, electrical, fumes, odors, dust/mist, chemicals and exposure to insects.
Use and normal maintenance of office machines, (copier, computer, printer, etc.).
Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
Ability to recognize occupational hazards in work activities and take safety precautions.
Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
May require dealing with persons who are hostile or aggressive, posing threatening conditions.

Starting hourly rate: $27.96
Minimum Experience:
Five (5) years of building inspection experience, preferably within a local government (or related); or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Minimum Education:
Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Construction Engineering, Civil Engineering, equivalent degree or a closely related field.
Certifications, Licenses:
Must possess a valid driver’s license.
A pre-employment criminal background check is required.
Residential and Commercial Building Inspector.
Plumbing, and Mechanical Inspector, as certified by a professionally recognized entity such as ICC – International Code Council and the Tennessee State Fire Marshal’s Office.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned. Successfully trained Building Inspectors will be assigned higher level functions based upon experience and certification obtained.
Performs inspections and reviews building plans for compliance with building, electrical, mechanical, or plumbing codes, ordinances and regulations.
Reviews construction plans and specifications to verify compliance to all applicable codes and ordinances.
Conducts onsite inspections to verify compliance to approved drawings and applicable codes, ordinances and construction standards.
Conducts plan review meetings with contractors, owners, and design professionals to discuss code violations found during the plan review.
Conducts onsite meetings with the contractor and owner during construction to discuss code violations found during inspections.
Explains code references as requested and provides public assistance. Provides information to the public regarding building and zoning codes and inspections.
Conducts specialized inspections related to framing, electrical, and mechanical systems. May be involved in grading and drainage inspections.
Conducts building permit plan reviews for new construction, additions and alterations to residential, commercial, church and industrial buildings to determine compliance with the provisions of the building code and local zoning ordinances.
Prepares plan reviews for multi-disciplines and project-types. Drafts plan review comments for the Director’s review and to ensure plans for a structure or a building follow current County ordinances, building codes and standards.
Develops, maintains and updates electronic and paper records of inspections and plan reviews.
Enters inspection results in permit tracking software. Prepares written notices and letters as needed.
Documents inspections and assists with information to correct non-compliance situations. Conducts follow-up inspections, and monitors progress of projects.
Assists with hearings to resolve code enforcement problems; prepares case reports for court or administrative proceedings; testifies in court and at administrative proceedings as necessary.
Educates customers and all stakeholders of code and ordinance requirements.
Provides technical assistance and explains and interprets codes, ordinances, and regulations for design professionals, contractors, owners and the general public.
Represents the Department at public meetings and Court proceedings, as assigned.
Works in conjunction with the Emergency Management Agency to assess damage after natural disasters.
Attends regular Department meetings to stay current on interdepartmental happenings and inspector workloads.
Provides internal customer service assisting with support and coverage as needed of other positions in the Department.

This position has no fiscal responsibilities.
COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:
Represents the Department and County to other County staff and members of the public.
Provides quality customer service to individuals needing directions or assistance.

SUPERVISORY RELATIONSHIPS:
These positions report to the Chief Building Official. Works under general guidance to ensure coordination of objectives and priorities of the department.
