The purpose of this position is to provide offender support to the Adult Probation department.

JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Laws and regulations that affect the delivery of services provided by the Department.
  • Goals, principles and practices of human service programs, program administration, and program goals and their intended impacts.
  • General knowledge of interviewing and supportive counseling techniques.
  • General knowledge of social casework techniques.
  • Social, economic and health problems of basic human behavior and of available assistance and rehabilitative services and techniques.
  • Human service needs assessment methodologies.
  • Legal requirements including privacy, resident rights, confidentiality, and non-discrimination.
  • The County and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.

  • Administrative policies and procedures of the County.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Current office practices and procedures.
  • Computer software consistent for this position.

Skill in:

  • Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.

  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

WORK ENVIRONMENT:

Work is performed in a court and office setting and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.

PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.

  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.

  • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.

  • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.

  • Use and normal maintenance of office machines, (copier, computer, printer, etc.).
  • Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
  • Requires ability to work effectively with persons who exhibit hostile, aggressive or threatening behaviors.

Department: Adult Probation

Pay Grade: 85, Non-Exempt

Starting hourly rate: $25.89

Minimum Experience: One (1) to Three (3) years of probation supervision, case management or social services experience required.

Minimum Education: Bachelor’s degree from an accredited college or university in social, behavioral, criminal science or related field of study required.

Certifications, Licenses:

  • Must have dependable transportation.

  • A pre-employment criminal background check is required.

The purpose of this position is to provide offender support to the Adult Probation department.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

  • Supervises probationers placed under court-ordered supervision by the General Sessions Court.

  • Conducts face-to-face office visits and phone/mail reporting weekly with non-compliant probationers and bi-weekly with compliant probationers.

  • Documents all contacts in Adult Probation database; maintains accurate and complete probation files.

  • Enforces the orders of the court by ensuring all conditions of probation are met specifically as outlined on the judgement.

  • Collects fines, costs, fees, restitution, and documents payment in client database and issues receipts.

  • Reconciles receivables daily, ensuring all payments are accounted for and probationer balances adjusted.

  • Prepares violation of probation warrants for new arrests, positive drug screens and or other non-compliance matters; ensures all information is correct pertaining to that probationer.

  • Provides court coverage for General Sessions Court for new intakes, referrals, Violation of Probation reviews & trials.

  • Conducts in-court intake for all new referrals and schedules for orientation.

  • Documents with accuracy what the courts have stated for all defendants (whether it be a docket call, arraignment, review, trial – full documentation is required for all cases).

  • Consults with the District Attorney’s Office regarding sentencing recommendations for probationers with Violation of Probation and Motion for Sentencing warrants.

  • Reviews case files before court and prepares to testify from the case file; updates probation officers of the outcome of all court hearings.

  • Prepares accurate and detailed warrants as required and presents to the judge for swearing and the setting of bond.

  • Prepares weekly and monthly reports as required.

  • Provides daily follow up on probation compliance and progress.

  • Reviews cases case expiration reports monthly for 90 day range to ensure cases do not reach expiration date without required action.

  • Performs quality assurance on each case file for proper documentation with probationer’s information and court order (start and end date, special conditions, etc.) within 3 working days of receipt of the new referral.

  • Administers random drug screens to probationers and non-probationers (outside agencies) according to procedure ensuring chain of custody is maintained at all times.

  • Secures proof of and verifies all prescription medications.

  • Monitors medications for both positive drug screens and verification of the presence of prescribed meds. Address with probationer absence of medications and sources of financial assistance.

  • Identifies and enrolls probationers who have been court ordered &/or test positive for alcohol and illegal controlled substances in the appropriate class in a timely manner.

  • Is familiar with community resources and identifies probationers who need referrals beyond Adult Probation Services to other agencies (i.e. Substance Abuse, Mental Health, Homeless Shelters, Food Pantries, Job Fairs, etc.).

  • Ensures agency meets the criteria of the court-ordered program and needs of probationer.

  • Obtains documentation to verify probationer has completed ordered program.

  • Prepares and submits cases for closure by conducting a full case audit to ensure all conditions of probation have been met and the file contains documented proof. Secures judgments of those cases that have been disposed of by the court. Ensures all monies received from probationer match payment history and have been documented properly.

  • Completes Closed Case Checklist properly on each case file with Closed Case Accountability log attached. Ensures all information documented in Adult Probation Database matches all information posted to closed case checklist. Submits case file for closure within 5 working days as required.

  • Submits refunds and restitution case files on the first working day of each month.

  • Checks daily progress reports from programs for probationers’ class attendance, payment balances and current step through workbook and roster and document in Adult Probation Database.

  • Submits communication reports to program division for probationers with new arrests, failed drug screens, change in employment schedules, etc.

  • Develops and maintains professional knowledge and skills to enhance the programs and services provided.

  • Other duties as assigned.

FISCAL RESPONSIBILITIES

This position is responsible for receivables and payables for assigned cases; submits monthly reports.

COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:

  • Represents the Department and County to other County staff and members of the public.

  • Provides quality customer service to individuals needing directions or assistance.

  • Demonstrates the organization’s Core Values and adherence to the Ethics policy.

SUPERVISORY RELATIONSHIPS:

Works under close supervision but as incumbent becomes more skilled in procedures and practice, supervision is more general. This position has no supervisory responsibilities.
