The Government Sales Program Support Manager will work handling overall contract management responsibilities including contract administration, compliance, solicitation and support analysis. Maintain and review existing Government contract requirements, terms, conditions and special provisions to ensure URI compliance.

What you’ll do:

  • Develop and manage processes and procedures which ensure compliance with government contract requirements.

  • Communicate specific contract provisions to other functional departments (Credit, Legal, Pricing, Outside Sales, etc.) to maintain no penalties from government agencies.

  • This includes engagement of all relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards and pricing targets for new and existing contracts. Carries out the decisions and implements the outcomes of changes in contract items, rates and processes. Engages government representatives where necessary.

  • Develop and implement highly complex procurement operations to track contract compliance for cooperatives, state contracts, and the GSA contract

  • Coordinate and provide guidance on contract novations for company acquisitions, evaluation of customers for addition of rate agreements, updates of RentalMan attributes

  • Develop and ensure processes are maintained for compliance to the Trade Agreement Act. Review Trade Agreement policy with the corporate legal department on a yearly basis, catalog manufacturer letters and release all equipment for Federal customers which are sold. Liaison with fleet department and supply management

  • Process and track multiple transactions, which include traditional contracting methods and mechanisms (Blanket Purchase Agreements, Deliver/Task Orders, IDIQs, and Stand-alone contracts) and non-Traditional (interagency agreements, and unique contracting types)

  • Coordinate cooperative contracts upgrades and contract modifications to add items, new rates, manage Rentalman attributes for those items, test and audit for accuracy of performance by audit of customer invoices

  • Interact with the corporate tax department for complex actions regarding issues/updates to State and Federal website procurement regarding unpaid taxes. Communicate directly with State and Federal officials, including written correspondence, uploading to electronic web sites and telephone conversations

  • Maintain deadlines on deliverables and communicate on an ongoing basis with business partners and internal clients about contractual issues

  • Review and sign Federal contracts

  • Serve as primary organizational contact for the GSA contract.

  • Coordinate and conduct GSA contract negotiations.

  • Primary contract with the corporate Internal Audit team on matters relating to the GSA contract.

  • Provide clarification, audit data backup for pricing changes, maintain new audit update documentation book and electronic records, run audit update program in RentalMan after review by pricing team and store data which is accessed by Internal Audit.

  • Accountable in reviewing and analyzing program revenue data and interpreting the information to the Government Sales Manager and all other key drivers.

  • On a daily basis, perform links and merges of customer accounts, adds customer level attributes to both US and Canadian accounts at request of field, management, new customer accounts, government team

  • Coordinate with corporate credit to add terms (e.g. net discounts, updates to customer accounts, etc.)

  • Provide support and guidance throughout the solicitation/bid process to the sales team by leading the process on government contract administration with new and/or existing agreements to avoid contract violations.

  • Responds to and assists team on complex bid responses, maintains and audits contract pricing agreements post award to include archival of documents for audit.

  • Partner with and/or recommend to the Director, Government Sales on the development of standard proposals and contract templates for the pursuit of additional Government business including Federal, State and Local.

  • Provide a high level of guidance and technical assistance to managers, supervisors, and Government team members on problems of unusual complexity or sensitivity

  • Interprets contract provisions for contractors and for field, and provides appropriate advice and guidance; and conducts in depth analysis

  • Instructs the Pricing team to set up new pricing agreements into RentalMan customer accounts, adds rates for new contracts to tracking accounts, updates and changes attributes of customer accounts in RentalMan system

  • Update SAM registrations and update State registrations, assists the Government Sales and Service Center with difficult or complex issues on registrations, liaison with Procurement officials to resolve issues and provide correspondence

  • Interact with contracting officers and procurement officials

  • Provide training / instruction to the field for government contract processes & procedures

  • Assist the Government Sales and Service Center with any issues or complex problems require management or critical thinking strategies

  • Manages all aspects of audit report preparation and delivery of all government compliance submissions to ensure timely and accurate information is remitted. Responsible for reporting accuracy in accordance with contractual obligations.

  • Ensure that all appropriate steps have been taken to safeguard the interests of United Rentals, and that all requirements of law, executive orders, regulations and other applicable procedures have been met.

  • Liaison with the US Government on Facilities Sustainability requirements to include: Quality Management Systems documentation

  • Perform contract administration activities for selected contracts and assists in the monitoring of contract performance, approval of payments, verification of contract items

  • Develop and execute negotiation strategies that minimize potential losses and benefit United Rentals

  • Liaison with corporate IT for projects (updates to Cognos / RentalMan for contract performance, new contract customer level codes, TAA for equipment)

  • Customize reporting to states and federal government. Provide reports in required formats – (cognos data, input data, platforms, customer dictated report forms that are fillable and customized reports)

  • Ensure accuracy of invoices for contractual fees; (cooperatives, Federal, State and Local, and bid sites). Reconcile payments to invoices for funding fees and ensure timely payment

  • Audit invoices weekly, audit contract compliance, provide guidance on proper application of Purchase Orders to proper accounts (ensuring compliance and accuracy in reporting / payment). Provide guidance and instruction on removals, credits and changes to existing accounts with the field management

  • Provide management reports, create and update the data analysis

  • Participate in continuous learning (conferences, etc.) to stay current with Government regulations, processes and trends to serve as the subject matter expert for all administration controls, processes and procedures.

  • Liaison with Government officials representing the Company.

Requirements:

  • Bachelor’s Degree preferred or prior contractor administration experience

  • Minimum of 5 years of Government contract administration experience

  • Two years managerial experience preferred

  • Firm working knowledge of MAS contracts and Federal Acquisition Regulation (FAR).

  • Strong analytical, organizational, and communication skills

  • Effective oral and written and presentation skills
