GENERAL STATEMENT OF JOB

This is the third of three levels in the Water/Wastewater Treatment Plant Maintenance series. Incumbents monitor the work of the lower levels and provide on-the-job training as is necessary. Responsibilities may include ordering parts and equipment; providing input into the development of a budget; maintaining records of maintenance activities; determining if equipment is safe to operate; and performing the duties of the lower levels. Incumbents may supervise a small number of lower-level employees.

Example of Duties

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:
  1. Supervises staff in performing and performs skilled mechanical repairs on several types of plant equipment and related electronic and/or electrical systems; supervises staff in performing and performs preventative maintenance on equipment and systems, which includes inspecting, diagnosing, and troubleshooting mechanical issues.

  2. Oversees and maintains a Computerized Maintenance Management System (CMMS) for creating, reviewing, assigning, reviewing, and closing work orders, inventory, and labor for the maintenance history of plant equipment, etc.

  3. Oversees parts and supplies inventory; requisitions materials and equipment as needed; obtains quotes for supplies and materials as needed; oversees and monitors expenditures throughout the year; tracks inventory and purchases of personal protection equipment for employees; participates in maintenance budget preparation and administration; prepares cost estimates, evaluates the cost of repair or replacement of equipment; maintains inventory, requests materials and equipment, obtains quotes, and prepares bid specifications.

  4. Maintains operational/preventive maintenance records; may prepare operational reports.

  5. Participates in the development and implementation of a maintenance repair and replacement program; prepares, maintains, and updates preventative maintenance manuals, schedules, records, and work orders; evaluates facility conditions and prioritizes improvements.

  6. Assists with budget preparation and administration, which may include preparing cost estimates for budget recommendations, submitting justifications for budget items, and monitoring, and controlling program expenditures.

  7. Supervises lower-level staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

  8. Monitors the work of lower levels and provides on-the-job training as necessary.

  9. Performs other related work as required.

Typical Qualifications

MINIMUM EDUCATION AND TRAINING

Education and Experience:
  • High school graduate or GED equivalent.

  • Three (3) years of experience in installing and/or repairing electronic, electrical, and/or mechanical systems.

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.


License and Certifications:
  • Possession of a valid driver’s license.

  • May be required to obtain a Class A CDL driver’s license issued by the State of Tennessee.

  • Grade IV Wastewater/Water Treatment Plant Operator Certification (respective to the assigned area).

PHYSICAL REQUIREMENTS

The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:


  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

  • Crouching: Bending the body downward and forward by bending leg and spine.

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. It occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

  • Mental Acuity: Making rational decisions through sound logic and deductive processes.

  • Pulling: Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.

  • Pushing: Using upper extremities to press against something steady to thrust forward, downward, or outward.

  • Reaching: Extending hand(s) and arm(s) in any direction.

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

  • Standing: Particularly for sustained periods of time.

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual ability 1: sufficient to perform an activity like preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or move from one work site to another.

  • May be required to work in inclimate weather and dirty/wet conditions.

  • May be required to work in confined spaces.

  • May be required to work at elevated heights.
