GENERAL STATEMENT OF JOB
This is the first of two levels in the Wastewater Division Management series. Under the general direction of the Wastewater Division Manager, incumbents manage the supervision of staff and the development and implementation of internal procedures within the Wastewater Division. Incumbents assist in managing and training of the Wastewater Collections and Treatment Divisions personnel, including, but not limited to, SSES (rehab), I&I mitigation, construction, sewer lift, plant operations, and pretreatment. Responsibilities may include providing input into the development of a budget; forecasting and monitoring revenues and/or expenses; implementing new systems and policies; developing and implementing internal procedures; representing the assigned function to internal and external stakeholders; developing training materials and exercises; assisting in writing and evaluating bids; and preparing operational and financial reports.

SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:
Manages staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
Manages the day-to-day operations in assigned area of responsibility, which includes planning and coordinating projects and processes; developing and coordinating work plans; inspecting in-progress and completed work to ensure conformance with established standards; and monitoring compliance with applicable Federal, State, and Local laws, regulations, codes, and/or standards.
Reviews utility needs; prepares plans for future utility upgrades and related projects; coordinates construction and repair projects.
Oversee, assist and perform as needed skilled mechanical repairs on several types of specialized equipment and related electrical/electronic systems which includes calibrating analytical equipment; fabricating parts for and/or repair pumps, motors, hoists, and valves, and/or pump station/lift station components; performing duties in maintaining collection and treatment systems; and evaluating defective areas for I&I mitigation efforts, etc.
Performs skilled preventative maintenance on equipment and systems which includes inspecting, diagnosing, and troubleshooting mechanical, electrical, and/or electronic issues.
Maintains records and logs of systems operation and maintenance activities utilizing a preventative maintenance program.
Monitors and maintains inventory; ordering supplies and equipment, as necessary.
Participates in the development of a functional budget, which includes submitting recommendations for future budget planning, forecasting, and monitoring revenues and/or expenses, preparing related financial reports, and performing related duties.
Determines personnel, materials, and equipment needs; procures equipment necessary to perform tasks and duties to accomplish Wastewater Division goals; and reviews equipment specifications and bids.
Prepares, reviews, and approves a variety of operational records, reports, and plans.
Responds to various customer inquiries and complaints and resolves complex situations.
Performs other related work as required.
Typical Qualifications

MINIMUM EDUCATION AND TRAINING
Education and Experience:
High school graduate or GED equivalent.
Eight (8) years of progressive experience in the area of assignment, including five (5) years of supervisory experience.
An equivalent combination of education and experience sufficient to perform the job's essential duties.
Licensing and Certifications Requirements:
Possession of a valid driver’s license.

The employee is required to hold the following certification (at least 1 of these certifications is required at the time of hire and obtain the other within 36 months from their date of employment):
TN Grade 2 Wastewater Collection Operations Certification.
TN Grade 4 Wastewater Treatment Operations Certification.
KY/TN WEA Pretreatment Certification is preferred but not required at the time of hire.
