GENERAL STATEMENT OF JOB

This is the first of two levels in the Engineering Division Management series. Under the general direction of the Utilities Engineering Division Manager, incumbents coordinate or manage the activities of assigned engineering division operations, including supervision of staff within these specialized groups or programs. Responsibilities may include the development of expense budgets and utility infrastructure capital improvement plans; forecasting and monitoring revenues and/or expenses; short and long-term planning activities; implementing new systems, policies, and standards; developing and implementing internal procedures; representing the assigned function to internal and external stakeholders; preparing operational and financial reports; and performing the duties of lower level engineering staff.

Example of Duties

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:
  1. Manages and oversees staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

  2. Manages and coordinates the operations and daily activities of assigned engineering division programs or assigned areas of responsibility, which includes: developing and implementing goals, policies, and procedures; planning and coordinating projects and processes; developing and coordinating work plans; inspecting in-progress and completed work of lower level staff to ensure conformance with established standards; providing guidance to staff in the resolution of problems; and monitoring compliance with applicable Federal, State, and Local laws, regulations, codes, and/or standards.

  3. Coordinates division activities and priorities with other utility divisions, City departments, and external agencies.

  4. Prepares, presents, reviews, and approves a variety of operational records, reports, studies, and plans.

  5. Participates in short and long-term planning activities and in the development and monitoring of expense budgets and utility infrastructure capital improvement plans, which includes submitting recommendations for future budget planning, forecasting and monitoring revenues and/or expenses, evaluating utility system critical needs and priorities, preparing related reports, and performing related duties.

  6. Performs other duties of a similar nature or level.

Typical Qualifications

MINIMUM EDUCATION AND TRAINING

Education and Experience:
  • Bachelor's degree in civil engineering, or a related field, from an ABET accredited program.

  • Three (3) years of civil engineering experience as a licensed professional engineer

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.


License and Certifications:
  • Tennessee Professional Engineering License

PHYSICAL REQUIREMENTS

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Standing: Particularly for sustained periods of time.

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual ability 1: sufficient to perform an activity like preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Visual ability 4: sufficient to operate motor vehicles and/or heavy equipment, both day and night.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
