- GENERAL STATEMENT OF JOB
This is the second of seven levels in the Public Utilities Management series. Incumbents manage a defined function including the supervision of staff and the development and implementation of internal procedures. Responsibilities may include providing input into the development of a budget; forecasting and monitoring revenues and/or expenses; implementing new systems and policies; developing and implementing internal procedures; representing the assigned function to internal and external stakeholders; and preparing operational and financial reports. SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:
Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
Supervises the day-to-day operations of a defined function, which includes developing and implementing internal procedures; planning, coordinating, and updating projects and processes; inspecting in-progress and completed work to ensure conformance with established standards; and monitoring compliance with applicable Federal, State, and Local laws, regulations, codes, and/or standards. Implements new systems.
Supervises preventative maintenance and repairs of equipment by operational staff.
Assists in development of and maintains a state-approved emergency operation plan and other necessary programs to meet regulatory standards.
Prepares, reviews, and approves a variety of operational records, reports, and plans.
Participates in the development of a functional budget, which includes submitting recommendations for future budget planning, forecasting, and monitoring revenues and/or expenses, preparing related financial reports, and performing related duties.
Responds to various customer inquiries and complaints and resolves complex situations.
Represents the assigned function to internal and external stakeholders to exchange information.
Performs other related work as required.
Typical Qualifications

MINIMUM EDUCATION AND TRAINING
Education and Experience:- High school graduate or equivalent.
- Seven (7) years of progressive experience in area of assignment, including two (2) years supervisory experience.
- An equivalent combination of education and experience sufficient to perform the job's essential duties.
Licensing and Certifications Requirements:Certification(s) in area of responsibility.
Possession of a valid Class D driver’s license.

PHYSICAL REQUIREMENTS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
