CDE Lightband, the municipal power provider for the City of Clarksville, offers electric, television, Internet, and phone service to customers within the city limits. CDE Lightband serves over 85,000 metered homes and businesses with electric service and over 32,000 customers with broadband services over our Fiber-to-the-Premises Network. We are looking for energetic, professional, and courteous individuals to join our Human Resources team.

This is not an entry-level position. We are seeking a high-caliber Human Resources Specialist to join our evolving HR team. Job Summary

The Human Resources Specialist provides comprehensive administrative and operational support to the HR department and the organization. This role is responsible for maintaining high-integrity data, ensuring legal compliance in record-keeping, assisting with HR Systems data entry and tracking, actively participating in talent recruitment and management, employee relations, and safety and wellness initiatives.

A core part of this role involves administering compliance training, supporting internal investigations, and managing HR administrative forms and processes. This position requires a high degree of confidentiality and the ability to interact professionally with employees, ratepayers, board members, and the community.


Essential Duties and Responsibilities

Supports Human Resources by assisting in many areas of administration, such as ensuring all HR data entry is entered correctly in various systems, and maintained in accordance with laws, assisting with FMLA leave administration and data tracking, recruitment, training, employee relations, internal investigations, and all other areas of HR; all while maintaining extreme confidentiality and personal information.

Participates as a member of the HR team in implementing all policies, incentives, programs, and initiatives related to Human Resources, Safety, and Wellness. These areas will cover all CDE Lightband employees as well as outside customers, ratepayers, and prospective customers.

Active participant in: talent recruitment effort and development for exempt and nonexempt personnel; onboarding administration; Civic, Community, School, or Customer Presentations; Internal and External Customer Program Initiatives and Policy development.

Prepare and maintain employee files in accordance with the most up-to-date employment laws and regulations

Prepare monthly, quarterly, and annual reports as needed for the Board, budget, or other needs

Performs other duties as assigned, of a similar nature, or to provide assistance as needed


Qualifications

Education:

Bachelor's Degree in Human Resources, Business, or a related field; HR related

A Master's degree is preferred if the Bachelor's degree is not focused on HR.

Experience:

3 Years' experience in the following fields is highly preferred: Human Resources

Administration, Generalist, Benefit Administration, and Payroll

Certifications &

Licenses:

PHR/SPHR, SHRM-CP/SHRM-SCP - Highly preferred but not required

Valid Driver's License, CPR/AED, or ability to obtain upon hire


Other Requirements:

Solid understanding of payroll, payroll tax laws, HR laws, compliance, & Guidelines are highly desired and preferred. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job is also considered

  • Knowledgeable of and Skilled in applying payroll and payroll tax laws

  • Skilled in Basic Computer and related software applications
  • Strong public speaking and presentation skills
  • Proficiency in all communication methods, including conflict resolution and mediation facilitation
  • Skilled in time management and able to work independently without daily supervision or guidance, prioritizing and organizing work
  • Ability to accept responsibility and account for his/her actions
  • Ability to communicate clearly and concisely, both in writing and orally
  • Ability to maintain the highest level of confidentiality
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems

Working Conditions
