The Specialist, VEB Technology reports to the Director of Veterans Education Benefits, serves as the main liaison with the Office of Information Technology, and collaborates with the Military & Veterans Affairs Division. This position is responsible for working on all interfaces for Ellucian Banner, Dynamic Forms, and other software programs utilized by the office.

Primary Duties & Responsibilities

-Data reporting SQL writing, editing, and design. Development and maintenance of reports, workflows, design UC4 chains as necessary; review reports developed by other users and offer technical guidance and support.

-Writing and maintenance of Algorithmic rules for various federal and state programs

-Establish and maintain rules, validation tables, and other operating parameters in Banner.

-Project management for systems such as Dynamic Forms, Perceptive Imaging System, and federal projects, etc.

-Prioritization and decision making for multiple projects and multiple systems. Ensure data is correct and reports understandable for end-user.

-Technical liaison and data reporting for the VA, SAA (THEC-Veterans Education), and other University departments as needed.

-Data Security Steward for Veterans Education Benefits Office (VEBO)

-Electronic Records Management for VEBO. Test system upgrades, document all aspects of upgrades and document changes to business processes and procedures.

-Provide technical, data, and process improvement support primarily to VEBO

-Diagnose and resolve end-user problems and respond to escalated issues

-Work collaboratively, as needed with Office of Information Technology staff. Work as part of a testing team, when necessary.

-Management of quarterly releases for Banner Ellucian modules that may impact VEBO and work collaboratively with Financial Aid on set up for each new aid year.

-Act as VEBO liaison with the Office of Information Technology on computer inventory and technical issues

-Meet and provide information to federal, state, and internal auditors as requested.

-Training of VEBO staff and contracted VA student employees on Banner processes, software programs, and various projects for the office.

-Attend monthly meetings with Office of Information Technology staff. Serve on campus committees as needed.

-Serve as a secondary school certifying official when needed.

-Responsible for the proper processing, accountability and loading of incoming applications and supporting documentation into the APSU Banner and scanning systems and VA Enrollment Manager system.

-Design methods for streamlining the automation of processes within the office such as automating the correspondence sent by the office to students requesting their action or documentation.

Knowledge, Skills & Abilities

-Ability to efficiently operate a personal computer and associated software (Outlook, Word, Excel, Adobe, etc.) and Ellucian Banner.

-Ability to use FTP

-Ability to remain current in Ellucian Banner updates, university, federal and state policies and practices and technology.

-Knowledge of UC4 and Argos report writing.

-Knowledge of SQL and HTML

-Knowledge of relational databases.

-Ability to accurately write, modify, test and document report requests.

-Ability to manage projects skillfully.

-Ability to read and utilize technical manuals.

-Ability to make calculated business decisions.

-Ability to communicate effectively and appropriately.

-Ability to maintain confidentiality of records and information.

Required Minimum Qualifications

-Bachelor’s Degree in Computer Information Systems, Computer Technology, Computer Science or related fields

-A minimum of two (2) years of related work experience or equivalent in higher education experience and graduate level studies

-Advanced knowledge of web-based relational application software systems.

-Advanced knowledge of the use of database software, query, SQL and report-writing tools.

-A background check will be required of the successful applicant.
