Position Summary
The Director, Maintenance and Central Plant is responsible for overseeing all maintenance of campus buildings and campus utility systems. This individual will oversee maintenance, repair, and improvements of all campus buildings and campus utility systems. The Director will also manage repair and renovation projects, develop and implement preventive and planned maintenance, and provide oversight of the campus chiller and steam boiler plant. This position will report to the Executive Director of the Physical Plant.

Austin Peay State University is a four-year public, doctoral-level university, with six colleges and four Chairs of Excellence. The University has an enrollment of over 10,000 students and is located in Clarksville, Tennessee, a community of an estimated 180,000 people located approximately 40 miles northwest of Nashville, TN.
Primary Duties and Responsibilities
  • Provide administrative and general supervision for Building Maintenance and Central Utilities Plant personnel.
  • Provide direct management of three maintenance supervisors, central utility plant lead worker, and HVAC controls specialist.
  • Develop and manage renovation and repair projects.
  • Effectively communicate with faculty and staff about work orders and projects.
  • Prepare bids and review specifications for equipment installation/replacement
  • Manage projects effectively from inception through completion
  • Develop and manage preventive/planned maintenance program
  • Develop and manage budgets for all divisions under the supervision of the position
  • Respond to emergencies on 24-hour basis
  • Interact with state, county, and city officials as needed
  • Attend meetings as necessary
  • Participate on various standing and ad-hoc campus committees
  • Recommend and develop cost savings and energy efficiency projects
  • Develop and implement safety programs for employee safety
  • In absence of Executive Director, assumes full responsibility for the operation of the Physical Plant Department
  • Utilize data from software systems to develop and monitor key performance indicators
  • Perform other job-related duties as assigned
Knowledge, Skills, and Abilities
  • Ability to supervise and manage employees
  • Knowledge of building codes and environmental regulations
  • Knowledge of materials and methods of building construction, maintenance operations, and utility distribution
  • Strong project management skills and the ability to manage multiple, complex projects
  • Knowledge of preventive/planned maintenance programs
  • Ability to communicate effectively and appropriately
  • Ability to interact in an effective and appropriate manner with students, faculty, staff, and the public
  • Must be able and willing to respond to campus outside normal working hours occasionally based on campus needs.
  • Ability to read and interpret blueprints and specifications
  • Ability to plan, supervise and inspect building repair and maintenance work
  • Working knowledge of the following trades: carpentry, plumbing, electrical, heating/ventilation/air-conditioning (HVAC), central plant chillers/boilers, water treatment
  • Ability to operate a personal computer and associated software.
  • Ability to maintain confidentiality of records and information
  • Ability to handle multiple tasks simultaneously.
  • Ability to develop, monitor and attain short-and long-term goals.
  • Ability to prepare and manage operating budgets.
Physical Requirements
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
Required Minimum Qualifications
  • Bachelor’s degree in Engineering, Business Administration, Management or related field.
  • A minimum of five (5) years experience in a maintenance field; three (3) of which should be supervisory. Equivalent years of service may be substituted for degree on a year-for-year basis.
  • Valid driver’s license.
  • A background check will be required of the successful applicant.

Desired qualifications:
Minimum three years working in a maintenance department on a higher education campus
Certification as a Certified Educational Facilities Professional (CEFP) through APPA or Certified Facility Manager (CFM) through IFMA
